would this be a good fish eye for a d60 0.42X SUPER WIDE ANGLE PANORAMIC FISHEYE?
its only 40 dollars on ebay

It’s not a lens. It’s one of those wideangle converters that you put on a lens. They work to a certain degree, but generally cause chromatic abberations at the edges, they also tend to distort images even to the point where they become out of focus at the edges. It might be OK if that is the look you want. However it’s not going to be as good as a real wide angle lens. It is cheap, and if it is truly crap, you are not going to loose too much sleep over wasting $40.
You don’t have to spend $1000 on a wideangle lens. If I want to take a wideangle landscape, or panorama, I usually take four or five portrait shots of the scene, using a tripod and stitch them together with software such as Photoshop or Canon’s PhotoStitch.
